（中央社記者呂欣憓台北19日電）政府今天公布年金改革草案內容，設計年金年資可攜帶制度，不損害跨職域就業者請領權益；請領年齡將逐年延後至65歲；公教退撫基金提撥率和勞工保險費率上限將逐年調高為18%。 而針對危險勞動如警察消防、特殊職務如中小學老師等，將另外訂定更早的請領年齡。 身兼國家年金改革委員會召集人的副總統陳建仁和身兼年金改革委員會執行長的行政院政務委員林萬億，今天下午在總統府舉行記者會，說明政府的年金改革目標和9大內容要點。 陳副總統指出，年金改革將調整退休金計算基準，平均投保（提撥）薪資採計期間，逐年延長1年，至最後或最佳15年為止，希望藉此拉近公教人員給付或投保薪資的計算差距，也避免勞工平時以多保少、臨退以少保多的道德風險。 因應人口老化、預期壽命延長的趨勢，除了危險勞動或特殊職務者之外，政府設計的標準請領年齡逐年延後至65歲；提前退休者可領取減額年金，延後退休者得領取增額年金，提前或延後年限最多5年，並依每年4%的比率，降低或增加年金給付額度。 在提撥率方面，陳副總統指出，公教退撫基金的提撥率法定上限提高為18%，費率自方案實施後會逐年提高1%，並於費率達到15%時，檢討整併公教人員保險的可行性。 他說，勞工保險費率的法定上限也提高為18%，費率自107年起每年調升0.5%，並在112年時檢討是否與勞工退休金整併，如果精算未來20年保險基金餘額不足以支應保險給付，以後每年繼續調高1%至18%。 在各職業別轉換的議題上，陳副總統指出，各職業別的年金制度各自分立，受僱者如果跨職域轉換工作，年金請領權益會嚴重受損，因此各職業別保險和退休金制度設置應設計「保留年資」的規定。 陳副總統指出，這是為了讓受僱者可以在屆齡退休前，自由選擇轉任不同職域工作，到了法定起支年齡，以合併計算年資、分別計算年金的方式，請領原有加新任職業別的退休金。1060119
